More happens than just you receiving some winnings happens when you find a payline in ‘Who Wants To Be A Millionaire' - the symbols involved in that line disappear, and they're replaced by symbols which come from the additional row below the reels. They might combine with the symbols already on the reels to make even more wins, and so more symbols from the extra row will come to replace them. The extra row is the only place the scatter symbols can come from, so you need a good series of collapsing wins to tease those symbols out.

You need to find those scatters to start the Free Spins feature. It may take you some time, but it's well worth doing both in terms of the potential rewards and the playing experience.
